| The APNU+AFC government says it remains interested in having the estimated 365,000 Canadian based Guyanese return home and invest in Guyana. Prime Minister Moses Nagamootoo made the announcement on Friday (September 18) while meeting with the new High Commissioner of Canada to Guyana, Pierre Giroux. | |||||||

No point in exaggerating. 300,000 don’t need to return. To invest in what? To buy property to live in? Let them propose something concrete and people will take them more seriously.
Exactly….also many question the figures….300.000
born in Guyana or them and their dependants.
Also question of “right to vote” an issue.
If you reside in Guyana or not ?
These are issues that needs clarification…..not political bla black !
Not wishing to sound “cynical” these are issues that have to be addressed
before any in the diaspora will give returning serious consideration
Without these assurances by the political class doubt if anyone will take them seriously. To be fair ……three years to makes laws that are not only enforceable
but enforced and two years to enforce them with zero tolerance for any breaches !
Ways I sees it !

This topic is closer to home for me and I could write a ton but it would feel like work, and for nothing.
Firstly this is not an exercise for Govt. and politicians. Private businessmen are better suited for this game.
The Guyana government may yet succeed in attracting re-migrants especially the younger ones. Unemployment/underemployment is high among the educated youths of Canada. There has also been a lot of layoffs in Calgary because of the low demand for oil.There are many second generation Guyanese university graduates among them. Since it is mostly the educated class that has been emigrating there must be a shortage of these people in Guyana. The government must set the right conditions to persuade unfulfilled young people to return like jobs, security, residency and citizenship, etc. CIDA may be able to help in relocating people.
After rereading it seem confusing as to what Moses and Granger really want.
Young college educated people usually dont have money or experience to invest in Guyana.
Assuming they had money what would they invest in?
For investment they dont need to move back to Guyana.
Investment opportunities have to be identified, each organised in the form of say a corporation.
Investment proposals have to be prepared showing the type of business in question; cost of getting it going; income and likely profitablity.
Shares have to be offered to likely investors.
Ths is just a small part at the top of my head as to what has to be done……usally in the US by investment banks,brokers, lawyers etc . Everything has to be prepared in such a way as to make it relatvely simple for investors abroad to buy shares, or invest in a project…..maybe even through computers and not having to travel to Guyana.
Things are more simple witth Guyana and there must be Guyanese abroad with the experience for this kind of work.
It occured while writing there must be in Guyana the need for a good size retirement community for Guyanese (and others) who could pay in foreign funds (vital for Guyana). I think there is one I visited in Jamaica. A kind of Nursing home managed by two retired British trained nurses, with about 20-30 patients who paid in US dollars. They seem to be doing quite well.
I would not advice young graduates to return to Guyana without first getting some relevant experience or at least a post graduate degree
