The build-own-operate-transfer (BOOT) financial arrangement has been used around the world to fund important infrastructure in partnership between government and private investors. In this financing model, the private investor upfronts the initial investment cost and expects to be repaid over some time period. The investor has an expected rate of return before underwriting the project.

Guyana’s government – particularly the pre-2015 and post-2020 PPP/C – has sold this financial arrangement as one where the government undertakes no risk or financial obligation. The public is often told that the government is not upfronting any money; as a result, the builder-owner-operator bears the financial burden and risks. After a two-year hiatus due to the Covid pandemic, the CanGO medical team will be returning to Guyana in the Fall of 2022 to provide healthcare to the mostly indigenous peoples in the interior of the country. In preparation for this mission, three directors, i.e., Dr. Clare Mitchell (Medical Director), Conrad Joseph (member-at-large) and Yvonne Triesman (President), will be traveling to Guyana in May to meet with officials at the Ministries of Public Health, Foreign Affairs and Indigenous Peoples Affairs. They will also visit Kwakwani (Region 10), Warakaba and Akawini (Region 2).

“The U.S. dollar will die,” and it will fall from its position as the world’s reserve currency sooner than expected, says Jim Rogers, best-selling author of “Hot Commodities.” In his first video appearance since the Russian invasion of Ukraine, Rogers tells our Daniela Cambone that Ukraine being inducted into NATO is the underlying cause of Russia’s actions. “Now we’re paying a gigantic price,” for the actions taken by U.S. elected officials, he says, and when the war is over, Russian stocks will be an undervalued opportunity. Other sovereign nations are frantically “coming up with something to compete with the U.S. dollar” due to economic sanctions being ramped up in recent years, Rogers asserts. “I cannot see the world having 100% computer money,” he concludes, saying governments will use it to control the masses.

The Windrush Foundation invites all members of the Guyana SPEAKS network to Tribute event for Dr J. S. Risien Russell, Sunday, 20 March 2022 at 2pm at 44 Wimpole Street, London, W1G 8SA.  
Dr. Russell, of Guyanese heritage and Leonora born, was Britain’s first neurologist of mixed ethnic heritage. He was professor of medical jurisprudence and subsequently professor of medicine at University College London, serving as president of the neurology section of the Royal Society of Medicine after 1907.  For more information, please see the attachment.  Dignitaries including the Deputy Mayor of Westminster and English Heritage officials have been invited to the event.  Rod and I hope you will join us there.

EUROPE: China’s President Xi tells US President Biden that the Ukraine war should end

March 18, 2022- WASHINGTON/BEIJING, (Reuters) – Chinese President Xi Jinping told U.S. President Joe Biden in a video call today that the war in Ukraine must end as soon as possible and called on NATO nations to hold a dialogue with Moscow, but did not assign blame to Russia for the invasion.

In the call, which lasted nearly two hours, Biden was expected to tell the Chinese leader that Beijing would pay a steep price if it directly supports Russia’s invasion of Ukraine, a warning at a time of deepening acrimony between the world’s two largest economies.    Continue reading
